Official Partnership Mandate

This document constitutes a legally binding agreement between the NoorCom platform—wholly owned by Life Services LLC under KSA Commercial Registration No. 7050947295—and you as a registered Service Provider. Your registration on the platform or acceptance of any booking represents absolute and unconditional approval of all clauses outlined below.

The Platform: NoorCom application and portal, a technical intermediary matching clients with beauty and creative professionals.

Service Provider: Any physical person or verified corporate entity SAMA-authorized to market services through our system.

Booking: An encrypted scheduling contract between client and partner to deliver a designated styling service at a pre-set date/location.

Commission: The sliding scale percentage automatically deducted by the platform to cover payment systems, server nodes, and administration.

Performance Rating Index: Objective 100-point auditing index that divides providers into tiers, determining search priority and booking perks.

Preconditions: Providers must upload valid personal IDs and professional beauty/styling certifications, subject to internal verification.

Dynamic Updates: Partners are legally required to refresh profiling details or expiring licenses instantly upon modifications.

Vetting & Anti-Forgery Mandates: NoorCom actively audits credentials. If any document is found forged or counterfeit, the account will be permanently banned immediately without notice, and reported to Saudi law enforcement authorities.

Verification & Responsibility: Registration serves as a legal confirmation of data validity. Partners hold full legal liability for the details provided.

Service Provider Commitments:

• Delivery matching advertised profile rates with zero manual markup.

• Calendar adherence and answering support notifications within 24 hours.

• Complete compliance with KSA PDPL and Saudi Electronic Commerce rules.

Strict Off-Platform Payments Prohibition

Strict Off-Platform Payments Prohibition: Accepting cash, bank transfers, or any financial transaction with clients outside our gateway is strictly prohibited. Violations lead to immediate account suspension and withholding of pending balances.

NoorCom Platform Commitments:

• Secure booking tools and automated calendar gateways.

• Direct wire transfers of net funds within 7 business days post-service validation, reserving the right to hold payouts during open customer disputes.

If the Service Provider Cancels:

• 24 hours or more: Free cancellation, provided the client is updated instantly.

• Less than 12 hours prior: A 50% penalty deduction from provider ledger as compensation to client for booking loss.

• Chronic cancellations (>2 times in 60 days): Operational penalty fee of 10% of monthly average revenue plus performance audits.

Client Late Cancellation: The provider is credited a 30% to 50% late-cancellation fee in accordance with platform policies.

Force Majeure: In cases of natural disasters, general internet outages, or emergency governmental actions, cancellation fees are completely waived.

Independent Contractors: The relation is strictly intermediate technical client brokerage, not constituting employment, partnership, or joint venture.

Material Vetting: Partners assume 100% legal responsibility for cosmetics/styling tools used, safety levels, and final performance quality.

Marketing License: Partners guarantee portfolio copyrights. By publishing, they grant NoorCom a royalty-free license for internal promotions and marketing campaign media.

Accounts are audited dynamically under a 100-point performance rating system assessing experience credentials, customer satisfaction, calendar punctuality, and platform response time. Rankings are reviewed every 3 to 6 months.

* NoorCom updates classification rankings dynamically every 3 to 6 months.

Instant Suspensions: Payout ledgers are frozen and profiles locked without prior notice upon off-platform payments trading, forged document uploads, chronic client complaints, or copyright breaches.

Riyadh Court Venue: Disputes are evaluated by our internal panel inside 7 business days. If unresolved, all litigation is submitted exclusively to Riyadh courts under KSA laws.

Dynamic Amendments: Terms may be modified in accordance with Saudi legal changes; continued catalog operations imply complete approval.

Response Window: NoorCom reviews and responds to general tickets within 3 to 5 business days, giving urgent priority to payment disputes and conflicts.
